Elizabeth Pisani is one of the Principal Investigators of STARmeds, responsible for the delivery of Work Package 1: Estimating the prevalence of substandard and falsified medicines. An epidemiologist by training and poltical economist by inclination, Elizabeth focuses on the intersection between public health evidence and the messy realities of politics, culture and money. She worked for many years on HIV surveillance, both globally (including as lead writer of many of UNAIDS/WHO’s guidelines on surveillance and estimation) and at the country level (including four years working with the Indonesian Ministry of Health). She turned her attention to medicine quality in 2015, working with WHO to develop its 2017 report on substandard and falsified medicines, and leading a four-country study of the political and economic drivers of substandard and falsified medicines with support from the Wellcome Trust. She is currently involved with several streams of research relating to medicine quality in Indonesia, with support from USP, the George Institutie for Global Health and the Global Health Supply Chain Conference.

Elizabeth is fluent in Indonesian, and holds a PhD in Infectious Disease Epidemiology and an MSc in Medical Demography (both from LSHTM) and, absurdly, an MA in Classical Chinese from Oxford. She holds honorary or visiting posts at six universities, including Universitas Pancasila and Imperial College.

Katharina Hauck is a Reader in Health Economics and Deputy Director of the Jameel Institute, School of Public Health, Imperial College London. She is specialized in the economics of infectious diseases and the economic evaluation of complex public health interventions. Her research comprises of the core health economics fields of cost-effectiveness analysis, universal health coverage and priority setting.

Katharina leads several collaborative studies in low-and middle-income countries. She is co-convener of the economic analysis for the Infected Blood Inquiry in the United Kingdom. Katharina is also a member of several senior expert advisory groups, including of the ‘International Joint Comparators Unit’ advising the UK cabinet office on international evidence in the fight against COVID-19, and an associate editor for the journal ‘Health Economics’.

Yusi Anggriani works as a Senior Lecturer in the Clinical and Community Pharmacy Department, and the Director of Centre for Pharmaceutical Policy and Services Studies (CEPHAS), Faculty of Pharmacy, Universitas Pancasila. She currently involves in some research and consultancies activities at the national and international institutions/organizations in medicine policy and quality of medicines areas.

Sarah is Project Manager (Imperial College London) for the NIHR STARmeds programme, providing both operational and research support to the team in the UK. Before this, she was Assistant Project Manager for the International Decision Support Initiative (IDSI), providing project and grant management support to the PI (Prof Kalipso Chalkidou) for a global health technical assistance programme. This included projects such as supporting the establishment of the Health Economics Unit at the Africa CDC, leading grant reporting to funders Bill and Melinda Gates Foundation, and the FCDO. She has over 5 years of experience in development economics, research and project management for both profit and non-profit organisations.

She completed her MSc. in International Development, with a specific focus on the governance of health insurance schemes in Sub Saharan Africa from the London School of Economics and Political Science, and a BA in International Relations and Economics from the University of Birmingham. She will be starting a DPhil in Population Health at the University of Oxford in 2022.

Adrian Gheorghe has 12 years’ global experience in health economics and health systems reform. In his most recent role (2021) he was President of the National Health Insurance House in Romania, where he was directly responsible the EUR 9 billion per annum social health insurance fund. He has held health economics research roles at Imperial College London and at the London School of Hygiene & Tropical Medicine and is currently a non-resident fellow with the Center for Global Development. His recent research focused on capacity development for health economics research and practice in fragile and conflict-affected settings, as part of the Research for Health in Conflict in MENA project, and on improving health financing mechanisms for preparedness and response to outbreaks as part of J-IDEA. Adrian has extensive experience in health sector reform, working for more than ten years in Sub-Saharan Africa, South Asia, Pacific, and Europe. He worked with national governments in various professional roles including as part of the public administration (Ministry of Health in Romania), development consulting (Oxford Policy Management) and civil society (as co-founder of the Romanian Health Observatory). The focus of his work to date has been on health financing policies (fiscal space for health, health insurance, financing transition), the economics of non-communicable diseases, performance management of health service providers, measuring the cost-effectiveness of public health interventions, and service delivery planning.

Sara Valente de Almeida is a Research Associate at the Department of Infectious Disease Epidemiology of Imperial College London. Sara has a PhD in Economics and her main research fields are health and development economics and policy evaluation. She is working on the STARmeds project, measuring the impact of substandard and falsified medicines in Indonesia. Sara supports the economic evaluation team that is now focused on developing a time-and-motion study to assess the cost-effectiveness of medicine surveillance. During her PhD Sara worked on assessing the impact of introducing co-payment schemes in hospitals in contexts of conflict, budget management in female headed households, interaction between traditional and conventional medicine markets, evaluating intersectoral interventions to tackle substance abuse among teenagers and understanding societal behaviors and perceptions during the COVID-19 pandemic.

She conducted and participated in research projects in Guinea-Bissau, Lebanon, Brazil and Portugal and has previously worked with the European Commission and United Nations, as well as NGOs and Governmental agencies from Europe, the Middle East, Africa and Latin America.

Yunita Nugrahani is the Project Manager for the STARmeds study based in Universitas Pancasila. She has a medical degree from Indonesia and pursued a master’s program of Health Policy, Planning and Financing at LSHTM/LSE. Her primary work experience is project management and research for evidence based health policy in the area of health system, universal health coverage, and public health in Indonesia that ranges from research center, government bodies, and consultancy based.

She has worked for The BPJS Kesehatan or the National Social Health Insurance Body, The National Team for the Acceleration of Poverty Reduction for the Health Working Group, and currently a visiting lecturer at Faculty of Medicine, Trisakti University, for the health system topics. She has interest in economic evaluation, health technology assessment, and health care quality.

Hesty Ramadaniati is a senior lecturer, researcher, pharmacist and consultant. She is affiliated with Faculty of Pharmacy Universitas Pancasila (UP) in Jakarta Indonesia where she has served as the Head of Pharmacist Internship Program since 2020. Hesty completed her master and doctoral program in clinical pharmacy from two prestigious Australian Universities (The University of Queensland and Curtin University.) During her postgraduate studies, she participated in numerous clinical internship and training in some hospitals across Australia providing profound foundation for her clinical knowledge and skills.

Her research interests lie in the area of rational use of medicine, justification of clinical pharmacy services, medicine pricing and medicine policy. She has collaborated with many eminent researchers from Indonesia and other countries, and published her research in a range of national and international journals. Further, Hesty has been involved in many studies and policy review project funded by several international funders e.g., Health Mapping, TB Alliance, UNDP and GIZ. Hesty and UP team were assigned by Indonesian National Agency for Food and Drug Control to review the content of Informatorium Obat Nasional Indonesia as one of national reference for drug information.

Rahmi is the Data Manager for the STARmeds study, based at Pancasila University. Previously, Rahmi was a Data Manager for the Centre for Pharmaceutical Policy and Services Studies (CEPHAS), where she supported the data management for risk flagging of medicines study, in collaboration and funded by Erasmus University Rotterdam.

She is a hospital pharmacist by background and completed her Magister degree at Universitas Pancasila, with a focus on pharmaceutical care area. During her studies at Pancasila, she was exposed to the research world and starting her career over as a resercher, as an enumerator/surveyor for availability of PRB (returned referral) drug in primary health health facility in 5 provinces in Indonesia, a collaboration between Pancasila and the Indonesian Ministry of Health. There was when she learned a lot about conducting a survey and managing data.

Stanley is the Engagement Manager for STARmeds study. Stanley’s career focus is in Public health, policy, and health management.

Stanley started his career at a Private Hospital in Indonesia as an Inpatient Pharmacist. His career as a Public Health Practitioner started from working at DKI Jakarta Office of The Governor as a Personal Aide to solve health issues strategically at the regional level. He extended his career which focus on the health discrepancy in remote areas through doctorSHARE. He managed to establish the first floating hospital on a Barge in Asia Pacific, and advocated the regulation of Hospital Ship in Indonesia.

Aside from the study, Stanley is currently a Technical Advisor for Commissien E (Welfare Bureau) at DKI Jakarta Regional House of Representative Council.

Esti Mulatsari is Research Assistant at STARmeds study. She is also a Lecturer at Faculty of Pharmacy Universitas Pancasila. Esti has completed Undergraduate Chemistry (2012) at Gadjah Mada University, Magister Chemistry (2014) at Gadjah Mada University.

William N. Tjandrawidjaya is a pharmacist who is currently working at the Center of Pharmaceutical Policy, Management and Services Studies (CEPHAS) Universitas Pancasila as a research assistant for Systematic Tracking At Risk Medicine (STARmeds). He supported the data collection process of more than 1000 medicine samples in Indonesian market. STARmeds is the first study in Indonesia that measures the prevalence of substandard and falsified medicines. This study aims to support the post-market surveillance in Indonesia. This study is a collaboration between Universitas Pancasila, Imperial College London and Erasmus University Rotterdam.

Roland Bal is professor of healthcare governance and chair of the Department of Healthcare governance at Erasmus School of Health Policy and Management. Having a background in Science & Technology Studies, he is particularly interested in the ways in which knowledge ‘travels’ through the healthcare sector. His research mainly focusses on practices of evidence-based healthcare and its relation to new public management. He has studied many issues related to the quality and safety of healthcare and the regulation of technologies. Being interested in action-oriented forms of doing research, Bal has organized many partnerships with actors in healthcare, ranging from healthcare providers to regulators. He has worked extensively with the Dutch healthcare inspectorate on methods of supervision and with ZonMw, the main funder of health research in the Netherlands, on program evaluation. Patient participation in research, management and policy is one of the themes running through this work.

Roland Bal has been the Principle Investigator of a great many projects and has obtained funding for research from ZonMw, NWO, the European Union as well as from key actors in healthcare. He has been involved in setting up academic collaboratives with the Health and Youth care Inspectorate of the Netherlands (IGJ) and with the Netherlands Care Institute (ZiN). Bal has been a member of several committees of the Health Council of the Netherlands and of ZonMw. He has written over 200 scientific papers as well as numerous policy-reports and publications in Dutch professional journals.

Amalia Hasnida, M.Sc is a public health researcher and PhD candidate at the Erasmus School of Health Policy and Management (ESHPM), Erasmus University, R otterdam. A microbiologist by training, she then decided to pursue a career in a multinational pharmaceutical industry in Indonesia, responsible for market access, public procurement, and government affairs. She continued her master degree in international public health at Vrije Universiteit Amsterdam, The Netherlands. During her master education, she conducted research internships in NGO and start-up settings both in Indonesia and Amsterdam.

After completed her study in 2017, she joined a medicine quality research team, led by Elizabeth Pisani, as a lead researcher of the Indonesian case study of political and economic drivers of substandard and falsified medicines. She is also a Fellow in Quality of Medical Products supported by the United States of Pharmacopeial (USP) Convention Quality Institute working on developing a market risk-based flagging tool to strengthen regulatory post-market surveillance in low and middle-income countries. She has been conducting her USP fellowship research in collaboration with the Faculty of Pharmacy, Pancasila University since 2019. In the STARMeds project, she will lead the policy learning as one of the impact enablers – evaluating knowledge translation and research uptake to policy making. Amalia is based in Jakarta, Indonesia.
